Like anonymous said Fe3O4 is in fact FEO*Fe2O3 so the oxdation state is 2 from FeO and 3 from Fe2O3

so if its not B, does that mean that it is incorrect to have fractional charges?

The answer is E, you are not allowed to have fractional charges.
